Change

  「Change(改變)」曾幾何時是奧巴馬總統的代名詞。由2008年競選運動至今,奧巴馬不斷重複此一主題。選前,他呼籲民眾相信他是能改變美國社會以至國運的政治家。上任後,奧巴馬成功推動如健保改革及金融改革等重大立法,每一次總統都會稱自己為美國成功帶來了轉變。儘管奧巴馬已相當努力推動變革,但選民似乎仍未滿意,並且變心的速度更是驚人。

  離國會中期選舉月餘,奧巴馬的民望持續走低,最新民調發現,竟有多達三成半受訪者情願前總統喬治布殊主政,也不要奧巴馬。而主要原因是愈來愈多選民不滿奧巴馬政府處理經濟問題的未見成效。甚至有女選民當眾向奧巴馬說,對他已失望透頂,並對他遲遲未能實踐改革承諾失去耐性。

  日前在華盛頓舉行的社區大會上,其中一名中產女選民擺出憤怒和不耐煩的表情,對著奧巴馬說:「我再無氣力撐你了!」

  兩年前,大街上很難找到對布殊依依不捨的民眾;但兩年後的今日,卻有三成五的民眾相信他會比奧巴馬要做得好。這是極其奇怪的現象,一位已落任兩年,並且不受歡迎的總統,其民望竟會反彈上升。

  其實,布殊什麼都沒有做過,若要是他真的取代奧巴馬重返白宮,相信也未必便能會比奧巴馬做得好。所謂民意調查就是選民情緒的反映,遠過於是理性的分析。不滿現狀是選民的常態,現行的選舉制度也給予民眾定期換人的權利。同一的制度,也訓練了民眾短視和健忘的習慣。說一句公道話,兩年前選民熱情地選擇了一位對聯邦事務、經濟政策經驗膚淺的新鮮人當總統,又怎能期待他上任後便能扭轉乾坤、開創太平盛世呢!

  在目前的選舉制度下,選民大概只會與在位政客齊享富貴,決不會共患難的,管你是奧巴馬抑或是布殊。

Same as Bill Clinton. He did nothing but the economy was on track and was growing fast (thanks to 2000 bug and internet). So many people remember him as a great president in his period, but I think he didn't do much good work, but a scandal
